Foam in the rain

It started pouring rain about five minutes before I got to work. This is never a good sign and usually means being unpleasantly damp for the first hour of the day. For the first time, however, it also meant being covered in foam.

Walking past a side street outside the office, I suddenly noticed there were tufts of foam somehow managing to float through the heavy rain. One particularly ambitious tuft settled on my sleeve, another on my toe. I ducked under a particularly large blob that hovered in one spot for a few seconds before being ripped apart by rain drops. This seems to have been the source:

Where it came from and how it survived such a downpour long enough to be encountered, I have no idea.
